Shanghai has launched 13 new measures aimed at enhancing services for international professionals, strengthening its position as a key destination for global talent. These initiatives focus on streamlining the processes for obtaining visas, residence permits, permanent residency, work permits, and financial services, as reported by VisaGuide.World.

Revealed at the Fourth Shanghai Talent+ Summit, these updated policies will accelerate the permanent residency process for individuals holding doctorates and other highly skilled foreign workers.

Previously, the processes for acquiring work permits and residence permits were handled by separate departments. The new system merges them into a single service window, providing easier access for all international professionals, expanding beyond the previous focus on Category A talent.

Category A talent includes employees from leading global firms, international award winners, patent innovators, and postdoctoral researchers under the age of 40. While these professionals previously had streamlined access, the new reforms now offer wider access to simplified procedures.

The new measures are designed to enhance support for expatriates involved in areas like scientific research, healthcare, innovation, entrepreneurship, and digital integration. By prioritizing these sectors, Shanghai is shaping itself into a hub for international talent and innovation.

To further boost its appeal, Shanghai has been proactive in organizing events to help foreign professionals feel at home. The city hosted the “Shanghai New Year Gala for Foreign Experts” and the “Salon for Foreign Talents in Shanghai” in early 2024, providing platforms for expatriates to network and integrate into the local community.

In addition, Shanghai hosted the 4th “Career in Shanghai” forums across five countries, further connecting employers with international talent. These efforts follow the success of the 2021 Shanghai Online Career Fair for Engineering Talent, which attracted over 1,000 participants from top European and American universities, facilitating nearly 3,500 meetings between candidates and employers.

This year, Shanghai introduced a dedicated section for expatriates to showcase their entrepreneurial ventures. Many foreign-led businesses in the city contribute significantly to the local economy, driving investment and stimulating entrepreneurship.
