Global law firm Greenberg Traurig, LLP advised its longstanding client Liberty Lines Transit in securing a landmark contract with the Westchester County Department of Transportation, ensuring the continuation of local bus services through the county’s Bee-Line System. This marks the largest local government contract in the history of Westchester County.

Liberty Lines, based in Yonkers and operating Westchester’s public bus system for over 50 years, won the 10-year contract valued at $1.8 billion following a competitive bidding process initiated by the county’s 2023 request for proposals. The company provides more than 25 million rides annually across nearly 60 routes throughout the county.

Greenberg Traurig guided Liberty Lines through every aspect of the contract negotiations, including addressing new subcontracting requirements tied to the county’s updated disadvantaged business enterprise goals.

Leslie, founding shareholder of Greenberg Traurig’s Westchester County office and a member of the firm’s Global Real Estate Practice, has extensive experience representing financial institutions and developers in real estate transactions, as well as in financing fine art, private aircraft, and other assets.

“Greenberg Traurig is extremely proud to assist Liberty Lines in its efforts to continue providing Westchester residents with high-quality and reliable bus service,” said Shareholders Thomas Leslie and Robert M. Harding, who led the contract negotiations on behalf of Liberty Lines. “After some intense back and forth between both sides, we were able to come together and agree upon a contract that is beneficial to local taxpayers, commuters, and Liberty Lines employees.”

Harding, based in New York and Albany, is a member of the firm’s Government Law & Policy Practice. Drawing on his background as New York City’s former deputy mayor for economic development and finance, he advises clients on economic development, legislative issues, and regulatory matters, in addition to representing candidates in New York election law matters.

Leslie and Harding were supported by Greenberg Traurig Shareholders Richard A. Sirus and Jonathan L. Sulds, along with Of Counsel Jennifer M. Gomez.
