Mumbai International Airport Limited (MIAL) has put forward a proposal to upgrade the infrastructure at Chhatrapati Shivaji Maharaj International Airport (CSMIA). This initiative suggests implementing a User Development Fee (UDF) for passengers departing from the airport, alongside a decrease in airline landing and parking fees. The goal of these adjustments is to facilitate infrastructure enhancements while minimizing the burden on travelers.

Mumbai International Airport Limited (MIAL), a unit of Adani Airport Holdings Limited (AAHL), has presented a proposal to the Airport Economic Regulatory Authority (AERA) seeking approval for the introduction of a User Development Fee (UDF) for passengers departing from Chhatrapati Shivaji Maharaj International Airport (CSMIA). The proposed UDF is set at INR 325 for domestic passengers and INR 650 for international travelers. This fee aims to fund essential upgrades to the airport’s infrastructure and technology.

In conjunction with the UDF proposal, MIAL has recommended a reduction of around 35% in airline landing and parking fees. This decrease is designed to alleviate the financial impact of the UDF on passengers and enable airlines to better manage their costs while remaining competitive in the market.

At present, the Yield Per Passenger (YPP) at Mumbai airport stands at INR 285, but the proposed adjustment will raise it to INR 332, reflecting an 18% increase. This revision is in line with the Consultation Paper issued by the Airport Economic Regulatory Authority (AERA) on March 10, 2025.

MIAL has outlined a plan to invest INR 10,000 crore over the next five years to enhance airport infrastructure. The revenue target is INR 7,600 crore, based on an expected 229 million passengers. The proposed tariff structure aims to balance revenue generation by increasing the User Development Fee (UDF) while reducing landing and parking charges. This approach is designed to align with the practices of other major Indian airports, offering a more reliable revenue stream while enhancing passenger amenities.

Significant ongoing projects at the airport include the redevelopment of Terminal 1, digital transformation at Terminal 2, and upgrades to airside infrastructure to boost operational efficiency. In addition, Mumbai airport is committed to sustainability, with plans to expand the use of electric vehicles and enhance energy efficiency, with the goal of achieving net-zero emissions by 2029.
