The Government of the Republic of Palau and the Pacific Islands Forum (PIF) officially signed a Memorandum of Understanding (MOU) on January 17, 2025, establishing hosting arrangements for the Office of the Pacific Ocean Commissioner (OPOC) in Palau.

The MOU signing took place in Koror, following the inauguration of Palau’s President, His Excellency Surangel Whipps Jr.

The establishment of OPOC in Palau was approved by Pacific Islands Forum Leaders during the 2023 Special Leaders Retreat in Nadi, Fiji.

Dr. Filimon Manoni, appointed as Pacific Ocean Commissioner, highlighted the milestone as a step forward in supporting the Blue Pacific Continent’s initiatives on regional and global oceanic issues.

The agreement reaffirms Palau’s leadership role in ocean conservation and governance. During the signing, President Whipps and PIF Secretary General Baron Waqa expressed their commitment to ensuring OPOC’s seamless transition from Suva, Fiji, to Palau.

According to Palau’s Ministry of State, this partnership is pivotal in advancing regional cooperation and implementing sustainable ocean management strategies in line with the Blue Pacific narrative.
